Towards a social ecological theory of trade

The urgent response to the global ecological crisis that governments around the world need to engage in is hindered by current international trade governance, trade agreements, and industrial policies aimed at increasing the flow of goods, services, and capital across borders. This international trade regime is emissions- and material- and impact-intense and tied to climate change, significant land-use change, biodiversity loss, rising social inequalities, and violent market expansion that characterize the intertwined crises of what is often called the Anthropocene. How nations, regions, firms, and communities participate in international and long distance trade must be a site of transformation towards long term social and ecological futurity on a livable planet. Ecological Economics provides a critical lens through which to understand international trade, engages in rigorous research about trade, and is conceptual home to many proposals for a different approach to international trade that would reduce material and energy throughput while increasing well-being. There is, however, not yet a social ecological theory of trade which ties together the normative goals of EE (justice and well being on a livable planet) with emerging Ecological Macroeconomic theory/ies, and research into alternative trade. This research uses critical reviews of the history of economic thought to establish parameters and role for a theory of trade as it relates to macroeconomics, systematic reviews of Ecological Macroeconomic theorizing, and systematic reviews of the fair trade and alternative trade research in Ecological Economics. This research further develops an ontological, epistemological, and axiological articulation of the normative goals of EE as embodied by the emerging concept of the Ecozoic, a counter/post-Anthropocene narrative, to use as a framework with which to weave together a transdisciplinary social ecological theory of trade. From this research emerged a theory of Translocal Commons, which re-frames international trade within broader provisioning systems as a process of translocal exchange that provisions public goods as integral parts of meeting individual needs, and that can contribute to a livable ecological futurity. A theory of Translocal Commons illuminates trade practices as commons-depleting, commons-reproducing, and commons-defending and allows for protection of the global and local commons to be centred in trade governance. A theory of trade was found to historically represent the normative application of the macroeconomic theories of a given economic discipline, and a theory of Translocal Commons expresses a transdisciplinary pluralism by embedding these macroeconomic components of ecological economics into governance practices. This theory work weaves together the work of ecological economics to contribute to a new foundation for trade policy transitions that allow for multi-scalar climate action and transformation to post-growth global economies
