Abstract
When the Canadian government unveiled its latest amendments to the Public Servants Disclosure Protection Act (PSDPA) in 2007, it claimed that federal whistleblowers would now have "ironclad protection." Critics maintain that the law amounts to little more than a smokescreen and will do little to encourage civil servants to come forward and to safeguard them from reprisal. This article traces the development of the PSDPA, examines some of the complexities involved with public-sector disclosure, and assesses what this new legislation will mean for federal civil servants in Canada.
