Abstract
This report includes the results of a survey gathering details on the current state of regulation of prepaid mobile phones across a comparable range of countries in the OECD. It presents the results of the survey and is intended to contribute to an informed public deliberation on the question of privacy rights and prepaid communications services in Canada and elsewhere.
