L’auteur dresse un portrait qui se veut une synthèse à la fois historique, analytique et comparative de la loi sur les bibliothèques publiques au Québec et dans les autres provinces. Il sera question du contexte historique qui a mené à la création de la Loi concernant les bibliothèques publiques au Québec en 1959, de sa structure législative et des événements déclencheurs qui ont conduit à son abolition en 1992.
