Abstract
Citando al linguista Jean-Claude Corbeil, Miquel Strubell escribio que el termino planificacion linguistica remitia a una especie de “fuga a tres voces”, porque se establece a partir de tres elementos que se mueven dentro de un circulo de retroalimentacion: si la planificacion linguistica surge de la voz del pueblo (de sus reivindicaciones), siempre esta influida por las opiniones y acciones de los lideres del poder, quienes a su vez van a alimentar nuevos conflictos y polemicas (Strubell 2002: 79). En cualquier caso, a partir del momento en el que se requiere o se necesita una legislatura para asegurar el mantenimiento de una lengua, la relacion entre los dirigentes y la poblacion es decisiva, pues la participacion civil es un factor crucial para el logro de una planificacion linguistica.
