加拿大政府财政制度及体系发展较完备,本文从加拿大BC省政府中期预算规划发展历程出发,对其中期预算框架的预算平衡基本理念、三年滚动编制方法、政府收支预测、中期预算规划与政府服务计划相结合的作法、公开透明及灵活性、预算修订严肃性以及预算咨询、公开、执行等预算周期的时间规定进行分析及借鉴.指出我国中期预算改革的基本方向:一是强调中期预算与政府透明、政府责任的关系;二是中期预算应是综合性财政政策报告;三是应调整预算周期,坚持先审批、后执行、再审核;四是应加强中期预算的法律环境建设.
