Abstract
Het rapport geeft inzicht in de vormen van vervroegde invrijheidstelling in Belgie, Frankrijk, Engeland & Wales, Noorwegen en Canada. Tevens is in Nederland nagegaan welke opvattingen bestaan over mogelijke herzieningen van het VI-stelsel in Nederland bij sleutelfiguren in gevangeniswezen, politie, reclassering, ZM, OM, advocatuur en wetenschap. In het buitenland ligt veel nadruk op toezicht op de gedetineerde tijdens de proeftijd en op het voorkomen van recidive (o.a. door risicotaxatie-instrumenten). Over het effect (in termen van recidive) van de regelingen in deze landen zijn echter weinig onderzoeksgegevens beschikbaar. Uit het onderzoek in Nederland komt naar voren dat sleutelfiguren unaniem wijziging van de huidige VI-praktijk wensen maar dat de meningen verschillen over de exacte invulling daarvan.
