Abstract
Le défi relevé ici est celui de la proposition d’un cadre analytique de recherche en matière d’analyse de la gouvernance locale et financière subséquente au processus de décentralisation en Afrique au sud du Sahara. La pertinence dérive de la non-conformité des critères de fourniture avec les dimensions d’efficience et d’équité et celles sous-jacentes de la fourniture des services de base dans les vieilles démocraties occidentales. Si les pays africains font tant bien que mal l’effort d’adopter le double processus de démocratisation-décentralisation, ils restent, cependant, très attachés à en fixer leurs propres règles de conduite. L’ajout de la dimension politique à ces deux premières offre un cadre analytique suggérant deux trajectoires, celle de l’économie politique et celle du réalisme sociopolitique.
