The article analyses the organisation of the Soviet bodies of power activity in the Northern Caucasus during the Great Patriotic War. It shows the changes in the organisational structure of the local authorities, executive and administrative activities of the executive committees of the Soviet of Workers Deputies, deputies of Soviets at various levels, the role of standing committees and quarter committees in the work with the population in military situation.
