Abstract
Sur la base d’une rétrospective des politiques régionales et municipales qui ont façonné l’organisation politico-territoriale québécoise, nous montrerons d’une part qu’un cadre a progressivement été défini dont la révision en profondeur est aujourd’hui annoncée. Alors que ce cadre est demeuré depuis les années soixante essentiellement articulé autour d’un ensemble de grandes régions administratives, incluant Montréal, un nouveau scénario avancé met l’accent sur un petit nombre d’agglomérations métropolitaines ou de villes-régions. S’y profile une nouvelle représentation à deux paliers, plutôt que trois, du territoire québécois. Les effets d’un tel recadrage sont discutés, particulièrement en ce qui concerne les régions dites périphériques. D’autre part, certains phénomènes politico-identitaires de repli territorial sont aussi entrevus. En conclusion, nous esquisserons quelques pistes de réflexion pour un renouvellement de l’organisation politico-territoriale de l’espace québécois.
