Abstract
I. Die Organisation fur die Zivilluftfahrt (englisch: »The International Civil Aviation Organization (I.C.A.O.), franzosisch: »Organisation de V Aviation civile internationale (O.A.C.I.) zu Montreal bildet die oberste zivile Luftfahrtbehorde. Die I.C.A.O. ist durch Art. 43 des am 7. Dezember 1944 *n Chicago abgeschlossenen, gemas Art. 91 Abs. b, nach Ratifizierung durch 26 Staaten, am 4. April 1947 in Kraft getretenen Abkommens uber die Zivilluftfahrt ins Leben gerufen worden; sie nahm mit dem Inkrafttreten des Abkommens ihre Tatigkeit auf. Nach dem Stande vom Oktober 1949 sind 55 Staaten Mitglieder der I.C.A.O. *), deren Luftverkehrsgesellschaften mehr als 90% des zivilen Luftverkehrs vertreten. Andererseits hat Rusland von Anfang an jede Teilnahme an der I.C.A.O. abgelehnt und war auch schon der Konferenz von Chicago ferngeblieben.
