This article was commissioned for a special edition of ENAP when earlier UK research was identified as relevant for a professional and technical audience in Quebec following the transfer of PFI policy to Canada. The methodological approach has informed research undertaken at Simon Fraser University, Vancouver. The paper has been taken up by trade union groups and community campaigners in north America and Europe. It was used by the Confederation des Syndicaux Nationals in its 2006 submission to the Commission on Social Affairs and translated into Spanish for use by the Coordinadora Anti-Privatisacion de la Salud Publica de Madrid.
