Abstract
I. Iraq continued to be turbulent, and the postwar reconstruction in Iraq kept tough. In the past months, President Bush had strived to defend his Iraqi policy as before. But the change of the domestic and international situation had turned much more adversely against his policy on Iraq. The “9·11” Commission Report said that no evidence showed Saddam Hussein's regime had given any direct assistance to terrorists.
