Abstract
Natural resources today play a very important role in the strategy of economic development among the provincial governments in Canada. Consequently, they have run into conflict with the Federal Government. Due to certain ambivalence in the Canadian Constitution, both the Federal Government and the provincial governments have tried to gain direct control of natural resources. In the case of Quebec, these conflicts have attained a great intensity because Quebec has decided to make the utilization of natural resources one of the main elements in her strategy of reindustrialization. Les ressources naturelles occupent aujourd'hui une place centrale dans les stratégies de développement éconorniques des gouvernements provinciaux du Canada. Ce fait les place dans des situations de conflit avec le gouvernement central. A cause des ambiguitiés de la constitution canadienne, les deux paliers de gouvernement ont tous deux des prétentions de contrôle. Dans le cas du Québec, ces conflits ont atteint une grande intensité car le Québec a décidé de faire des ressources I'un des éléments de sa politique de réindustrialisation.
