En France, la question du non-recours apparaît particulièrement dans le domaine des soins. Un consensus s’esquisse autour de la nécessaire prise en compte des populations davantage « éloignées » du système de santé et qui n’expriment pas de demande de soins, à savoir les populations qualifiées de précaires. Toutefois, ce consensus n’est qu’apparent étant donné que cette problématique du non-recours aux soins émerge avec des significations différentes. Elle témoigne à la fois des préoccupations pour un droit aux soins effectif et de la montée des appels aux devoirs de soins. En cela, elle dessine un rapport renouvelé à l’individu, mis sous responsabilités.
