Si l’analyse des transferts de politiques publiques a permis de questionner l’influence des organisations internationales et leurs effets sur la convergence des politiques publiques, elle a jusqu’ici porté peu d’intérêt à la réception des transferts. À partir de l’étude du transfert du concept de déterminants sociaux de la santé par l’OMS et de son intégration dans des politiques locales de santé publique en France et au Danemark, cet article défend l’idée selon laquelle la réception des transferts est un processus actif qui suppose la contribution d’intermédiaires pour faire circuler les idées, en montrer la pertinence par rapport aux enjeux locaux et les intégrer dans l’action publique locale. Il propose également que les conditions de la réception des transferts contribuent à expliquer la convergence des politiques publiques.
