Abstract
Le gouvernement fédéral entame au milieu des années 1990 un processus de désengagement financier majeur concernant les politiques de sécurité du revenu, de services sociaux, de santé et d’éducation postsecondaire. Ce qui se déroule dans cette période plutôt courte sur le front de la restructuration de l’État social canadien condense des enjeux fondamentaux qui prennent racine dans les conceptions du fédéralisme canadien et la capacité d’élaborer des compromis sur ce terrain. Le Canada présente une situation favorable à des changements institutionnels et constitutionnels d’importance qui amenderaient de façon notable la construction qui a été mise en place au cours des deux décennies précédentes. Mais la situation est bloquée et les projets en ce sens sont sans avenir.
