Abstract
This study is tasked with examining how Bolivia's pro-autonomy movement is changing municipal politics in the country. The rise to power of the governing indigenous and popular-based Movement Toward Socialism (MAS) party under Evo Morales has provoked a backlash by right-wing opposition parties and conservative civic committees which claim that the central government discriminates against mestizo and white citizens by only representing the interests of indigenous and poor people. Regional elites based in the eastern lowland departments have increased pressures for autonomy from the state since the election of President Morales in 2005. Based on departmental and municipal election returns from Bolivia's 2010 regional elections as well as key informant interviews, the paper argues that opposition groups, effectively shut out of the state at the national level, have turned to municipal elections as a means of challenging the political dominance of the MAS and gaining control over regional and local politics.
