L’economie est l’aune a laquelle on juge les nations. L’importance de leur population et meme la puissance de leur armee sont secondaires. L’Afrique doit prendre en compte cette donne mondiale et tenter de se faire respecter malgre sa pauvrete. C’est cette preoccupation qui a conduit a cet ouvrage : comment la diplomatie africaine peut-elle utiliser le potentiel des TIC pour ameliorer son niveau d’information, son potentiel de prise de decision, sa capacite de dialogue avec les autres regions...
