Abstract
L’article compare les mobilisations ethnolinguistiques au Canada et en Grande-Bretagne depuis les années 1990. Il étudie l’interaction entre l’héritage institutionnel pluraliste et pragmatique, commun aux deux régions, et le sens que les minorités francophone vivant à l’extérieur du Québec et gallophone donnent à leur action en vue d’influencer l’institutionnalisation des politiques linguistiques dans ce nouveau contexte. L’article montre que l’action gouvernementale au pays de Galles est plus soutenue mais que la capacité des groupes gallophones à influencer la formulation des politiques est plus limitée. Au Canada, cette influence est plus forte de la part des groupes francophones mais elle donne lieu à une action gouvernementale plus symbolique qu’efficace.
