Les méta-organisations apparaissant dans les territoires pour répondre à de nouveaux besoins sociaux sont issues de processus d’action collective. Les acteurs porteurs de ces dynamiques sont confrontés à la difficulté de sortir de leurs routines et d’exprimer leur capacité d’agence dans des contextes institutionnels poussant à la reproduction. Au travers du cas de la création d’un groupement d’employeurs en Belgique, nous voyons que ces innovations requièrent un apprentissage collectif basé sur la réflexivité des acteurs. Cette réflexivité ne peut être uniquement cognitive, mais doit être abordée de manière systémique, en travaillant parallèlement et en interaction les dimensions cognitive, politique et pragmatique de la réflexivité. Les acteurs tiers jouent un rôle crucial dans le soutien à ces processus d’apprentissage collectif, en endossant une fonction de tercéisation qui met les partenaires des projets innovants en capacité de travailler les différentes dimensions de leur réflexivité.
