Les travaux, aujourd'hui assez nombreux, sur le lien entre la globalisation (ou la mondialisation) et les changements récents des systèmes de protection sociale peuvent faire l'objet d'une double critique. Les approches qui reposent sur une analyse unilatérale de l'impact de la globalisation ont, en premier lieu, pour défaut d'opposer de façon cloisonnée dimension interne (nationale) et dimension externe (internationale). En second lieu, elles sont fortement teintées de fonctionnalisme, qu'il soit économique ou institutionnel. Il est, au contraire, nécessaire d'articuler dimension interne et dimension externe afin de différencier non seulement les effets de la globalisation sur les États-providences, mais aussi la globalisation en elle-même. C'est par l'introduction d'une perspective comparative qu'il est possible d'opérationnaliser une approche transnationaliste de la protection sociale partant des acteurs internationaux comme acteurs de transferts de politiques sociales faisant l'objet d'adaptations nationales variées.
