Abstract
Avaluar la politica d’immigracio en determinats estats serveix com una mena de lent per observar les prioritats, els principis i les normes que intervenen en la configuracio de la ciutadania –les bases de pertinenca i les obligacions que s’esperen dels seus membres. Mes que molts altres ambits de la politica, la resposta que un estat dona als reptes que la immigracio planteja reflecteix realment la manera com s’enten a si mateix –la visio que te de si mateix com a societat que s’autogoverna. En el cas particular d’una nacio minoritaria com el Quebec, en que la immigracio es una jurisdiccio compartida amb preponderancia del govern central, el control sobre aquesta materia ha assenyalat un doble proposit.
