Toute société vit à coups de « réglages » entre les différentes composantes de la vie sociale, de l’économie, de la politique, de la culture, mais aussi à coup « d’arbitrages » entre l’intégration et l’exclusion, entre l’État protecteur et le marché destructeur ou encore à coups de « compromis » entre les décisions prises « en haut » et leur mise en œuvre « en bas », entre la subordination et la volonté d’y déroger par affirmation de son autonomie. Vivre en société et transformer les organisations repose sur des interactions qui créent des règles : ces règles permettent la communication et l’échange social, la collaboration et le conflit, l’arbitrage et le compromis. Selon Jean-Daniel Reynaud (1997, 1999), la vie des règles, leur élaboration et leur renouvellement constituent une régulation sociale qui est l’objet même de la Théorie de la Régulation Sociale qu’il élabore tout au long de son parcours; cette théorie permet de comprendre les modalités de construction d’obligations sociales auxquelles les individus se soumettent, du fait que ces règles sociales sont le produit endogène de leurs relations. Si elle a pour point de départ le domaine des relations professionnelles, elle s’en éloigne ensuite pour devenir une théorie générale de l’échange social. Les débats et prolongements auxquels elle donne lieu (de Terssac, 2003) montrent la fécondité de cette théorie, mais aussi son caractère ouvert.
