Abstract
El 28 de enero de 2014 se inauguro en La Habana la II Cumbre de la Comunidad de Estados Latinoamericanos y Caribenos (Celac), con la notoria ausencia de los dos gigantes del norte del continente, Estados Unidos y Canada, y la presencia de buena voluntad de Jose Miguel Insulza, secretario de la Organizacion de los Estados Americanos (OEA), y Ban Ki-moon, secretario general de la Organizacion de las Naciones Unidas (ONU). Esta es una realidad que marca un giro inocultable en el entendimiento y la praxis de la politica internacional que nos es coetanea.
