Abstract
RESUME: Originaire de la ville de Quebec, Louis Bertrand s'installe a L'Isle-Verte en 1811 puis devient un notable parmi les plus en vue de la region. Les monographies d'histoire locale ont permis de mettre en relief le role de cet individu dans l'histoire socio-economique de la region du Bas-Saint-Laurent. En effet, seigneur, depute, maire, lieutenant-colonel de milice, marchand de bois, fondateur de la Societe d'agriculture du comte de Rimouski sont les principales designations qui lui furent reconnues. Mais au-dela de ces fonctions administratives et institutionnelles remplies par Louis Bertrand, l'impact de son action sur l'occupation du territoire et l'exploitation des ressources demeure meconnu. Ce questionnement interroge plus largement le role fondamental joue par les elites locales en emergence dans les processus de developpement de certaines regions peripheriques quebecoises au 1ge siecle et la maniere dont ces individus ont evolue dans un environnement en mutation marque par l'abolition du regime seigneurial, la conquete du sol, l'essor du capitalisme et de l'industrialisation. L'etude des actes notaries tels que les transactions foncieres, les concessions, les ventes, les echanges ou les donations de fiefs et de terres, permet de mieux comprendre les strategies d'accumulation et de gestion des ressources deployees par Louis Bertrand et de contribuer a ameliorer notre connaissance des dynamiques historiques regionales. Trois axes d'analyse se degagent de cette lecture examinant l'appropriation du territoire et du pouvoir par cette nouvelle elite economique : 1) l'occasion d'acquerir de grandes superficies foncieres et les droits inherents dans le cadre du regime seigneurial; 2) l'importance du volume des transactions foncieres comme pierre d'assise de la construction du patrimoine; 3) la portee de certaines acquisitions strategiques liees a l'exploitation des ressources. Ce memoire propose de demontrer comment la trajectoire de Louis Bertrand est marquee chronologiquement par differents cycles de transactions foncieres jusqu'a l'etablissement de sa succession. -- ABSTRACT: Native from Quebec City, Louis Bertrand settled at L'Isle-Verte in 1811 where he became one of the notable citizens of the area. Local history monographs demonstrate the importance of this character in the social economic history of the Bas-Saint-Laurent region. He was a « seigneur », a member of the parliament, a mayor, a lieutenant-colonel in the militia, a lumber dealer and the founder and president of Rimouski county's Agricultural Society. But beyond his administrative and institutional fonctions, the impact of Bertrand's actions on the settlement and on the exploitation of natural ressources is mostly unrecognized. This brings about a larger question pertaining to the emerging local elite's role in the development of the Province's outlying regions during the 191h century. Questions are also raised about how those people lived during this period of a changing society marked by the abolition of the seigneurial system, the expansion of capitalism and the industrialization. The analysis of deeds such as concessions, sales, exchanges or donations of fiefs and lands, allows for a better understanding of Louis Bertrand's strategies for accumulation and management. It also contribute to the knowledge of regional historie specificities. The study of this new economic elite's appropriation of power and land brings up three findings: the opportunity for large-scale acquisition of land rights coming inside the seigneurial system; the significance of a large number of deeds as comerstone for the inheritance; and finally the extent of certain particular strategie acquisitions related to ressources exploitation. This thesis aims to demonstrate how Louis Bertrand's life story is chronologically paced by diffrent cycles of deeds until the organization of his succession.
