Beaucoup a été écrit au cours des dernières années sur les nouvelles formes d’organisation du travail (NFOT), et sur ce à quoi pourrait ressembler une organisation post bureaucratique ; une grande partie de ces écrits tendraient à laisser croire que nos organisations se sont débarrassées de leurs vieux habits du taylorisme et de la bureaucratie, et sont devenues aujourd’hui un lieu de bien-être pour les salariés, un lieu d’épanouissement, d’apprentissage, voire d’émancipation. Les diverses enquêtes réalisées concernant l’évolution des conditions de travail, de l’autonomie, de la participation, montrent une image beaucoup plus contrastée et ambigüe. Poursuivant cette réflexion, nous avons voulu nous intéresser à une NFOT qui nous apparaît comme particulièrement productive d’autonomie et de liberté pour les acteurs : l’organisation par projets. Nous nous sommes penchés sur l’étude des modes de contrôle, dans ces formes modernes d’organisation du travail, qui visent tantôt à contrôler les acteurs, afin de respecter les contraintes du projet, tantôt à leur laisser un maximum de champ libre en vue de libérer les énergies créatrices. Cet article livre les questionnements qui émergent de la revue de la littérature sur le sujet et qui conduisent à se demander si les processus de contrôle mis en place dans ces organisations ne seraient pas à rapprocher des systèmes de surveillance, voire de Gouvernementalité qu’avait développés, en son temps, M. Foucault.
