Abstract
A partir de la pregunta planteada por Paolo Freire en su ensayo ¿Extensión o Comunicación? (1976). El artículo examina el proceso en que el desarrollo de las TIC ha sido instrumentado por algunas políticas gubernamentales en Latinoamérica ¿Ha sido este un proceso extensionista, que impone una forma de entender la realidad sobre otra; o un proceso de comunicación, guiado por un diálogo recíproco que permita a las comunidades definir las ventajas y utilidades de la incorporación de las TIC en su vida cotidiana?
