Abstract
Abstract Internationally, it has been recognized that “health” comprises more than the absence of disease and should be understood rather in terms of “complete physical, mental and social well‐being” as defined by the World Health Organization (WHO 1948). This definition is reinforced by the Ottawa Charter for Health Promotion (adopted in 1986) which mentions some preliminary conditions for achieving good health, such as peace, sufficient economic resources, appropriate access to housing and food, a stable ecosystem, sustainable resources, social justice, and equity. These conditions are also major factors associated with international migration processes. The WHO definition of health encourages all public health systems to consider “health” as a fundamental right (WHO 2003) and to provide health care facilities to all people, independently of national, racial, or ethnic origins.
