Abstract
Bien qu’aucune réforme majeure du régime fédéral d’assurance vieillesse n’ait été adoptée depuis 1983, le système américain de retraite change lentement de nature en raison du déclin des régimes d’entreprise à cotisations définies et de la multiplication des plans privés d’épargne retraite. Inséparable d’une logique financière et individualiste, ce phénomène sert de modèle aux conservateurs qui souhaitent « privatiser » le régime fédéral d’assurance vieillesse. Cet article offre une perspective historique sur ce débat avant de discuter la question des retraites telle qu’elle se manifeste depuis le début de la présidence Obama (janvier 2009) et d’évaluer les forces et les faiblesses du système de retraite américain contemporain.
