Abstract
This paper was written in 2006, at a time when the international community was engaged in active debate over introduction of the responsibility to protect (R2P) doctrine. It was the first major contribution to argue that proposed R2P frameworks were almost entirely gender-blind and has been widely cited since its release. The authors demonstrate that the responsibility to protect is inconsistent with international commitments relating to women, peace, and security (including SCR 1325) and that knowledge and research on women, peace and security can be directly incorporated into all sections of the evolving R2P framework.
