Abstract
En cette année internationale des handicapés (physiques et mentaux), il y a certes lieu de s’interroger sur les droits de ceux qui souffrent dans leur esprit, quelle qu’en soit la cause ou l’origine. D’ailleurs, nous sommes portés à croire que les plus oubliés sont une fois de plus les handicapés mentaux. Cela fait partie intégrante d’une mentalité toujours existante qui fait en sorte qu’on oublie ou que l’on veut oublier les malades et déficients mentaux. En un mot le fou fait peur. Tous ceux qui donnent à croire que leur esprit est atteint sont relégués aux oubliettes si possible. Nous en voulons comme témoignage récent le fait que l’Institut International de Droit d’Expression Française qui tenait son quatorzième Congrès international de cinq jours à Montréal, Ottawa et Québec en septembre 1981, n’en a discuté qu’en passant et de façon marginale, malgré que le thème du Congrès était « Mécanismes juridiques de protection des droits de la personne » et tout cela durant l’année internationale des handicapés.
