Com o objetivo de apoiar as atividades do Plano Plurianual PPA 2000-2003 e de contribuir para a ampliação do conhecimento sobre a gestão de parcerias em programas governamentais, a ENAP Escola Nacional de Administração Pública está realizando um estudo sobre a experiência do Programa Ano 2000 (também denominado Programa A2000), considerado um exemplo de gestão bem-sucedida de cooperação interinstitucional. Esta revisão da literatura sobre o tema das parcerias em programas complexos constitui a primeira parte do estudo em curso e oferece o suporte teórico para a análise das informações relativas à implementação do Programa A2000, enfatizando os seguintes aspectos: os desafios impostos aos gestores ao longo do processo; as restrições à cooperação; os fatores de sucesso do programa e as competências gerenciais para a gestão de parcerias.
