Située entre l’affect et sa transformation en sentiments énonçables dans la langue et donc ouverts à la communication, la terreur est analysée comme une passion proche de l’affect dont elle conserve l’énergie et la force de propagation. Son association sémantique autant que pragmatique avec la notion de terrorisme révèle comment le politique mobilise et manipule à ses fins des forces obscures en l’homme mais aussi à quel point il se trouve lui-même infiltré par l’affect, une énergie dont il joue mais qui risque toujours de le déborder. Par ailleurs, la force de la propagation de la terreur dans le social invite à s’interroger sur ce qui, dans un certain état de la culture, pourrait faciliter ces effets de contagion et attaquer les résistances susceptibles d’y faire obstacle. Élaborée par Freud dans le contexte de ses réflexions sur le malaise dans la culture, la notion deKulturarbeitévoque un travail d’élaboration du fonds pulsionnel de l’être humain et particulièrement de son agressivité, un travail toujours en risque de régression et se déroulant à la fois sur la scène psychique et sur celle des sociétés : deux scènes qui servent à l’auteur de repères dans ses réflexions sur le rôle des passions dans le politique. Elle s’intéresse particulièrement aux diverses formes que prend la massification de la culture, son corrélat étant la constitution de l’Autre comme étranger et comme cible extérieure d’une violence interne à la culture et à soi.
