Abstract
This article provides an overview and analysis of the North American container transportation market, with an emphasis on the Canada/United States market. The paper is in response to the Federal Maritime Commission (FMC) Notice of Inquiry (NOI), Docket NO. 11-19, U.S. Inland Containerized Cargo Moving Through Canadian and Mexican Seaports. The FMC issued their NOI on November 19, 2011, which sought input on the impacts and the extent to which the Harbor Maintenance Tax (HMT), other policies, and other factors may incentivize container cargo to shift from West Coast ports to those located in Canada and Mexico. The paper addresses three questions contained in the FMC NOI, Docket NO. 11-19. It demonstrates that the HMT has little or no impact on the routing decisions of containerized cargo through Canadian and Mexican seaports, as there are a number of natural competitive factors that influence the movement of containerized freight in North America.
