A reeleição de Luis Inácio Lula da Silva para mais quatro anos de governo veio carregada de expectativas quanto às diferentes áreas, entre elas a das políticas nacionais de comunicação. O Governo Lula apresenta uma visão hesitante a respeito da implantação da TV digital terrestre, mas não parece apontar, como deveria, para a construção da política nacional de comunicação de que o país carece, como reconhece toda a bibliografia brasileira em políticas e em economia política da comunicação.
