"El artículo analiza la naturaleza de las actividades de organización de los sectores popularesdurante el gobierno militar. Su propósito es demostrar cómo tales actividades, de manera paradojal,comenzaron a culminar en la creación de un nuevo actor social. Se examina a continuación laforma en que este proceso naciente de formación de un movimiento social se vio coartado, poruna parte, por la decisión de los principales partidos políticos de oposición, de adoptar unaestrategia de transición basada en ganar el plebiscito de 1988, y por otra parte por la transiciónen sí misma. El artículo concluye sugiriendo que la ausencia de tal actor entre los sectorespopulares puede tener consecuencias prácticas importantes para la capacidad de la democraciachilena de enfrentar al menos dos de los retos más importantes para el país: la reformaeducativa y la respuesta a los crecientes índices de delincuencia."
