Abstract
The needs of astronomers in developing countries, as they appeared to the writer in the late 1990s, are surveyed and summarized. While the situation has changed in some respects since the body of this article was written, and a few revisions have been made to take account of these changes, the isolation and inexperience of many strongly motivated astronomers still prevent them from realizing their full potential. Several possible ways of giving support are discussed. All of them need funding. These keywords were added by machine and not by the authors. This process is experimental and the keywords may be updated as the learning algorithm improves.
