Abstract
Dans beaucoup de pays, une politique d'intervention soutient le revenu des producteurs laitiers. C'est le cas notamment des USA, du Canada, de l'Europe, et du Japon. Cependant, ces dernières années, le secteur laitier a été le sujet de réformes de la politique laitière. Ces réformes ont été motivées par deux facteurs principaux : un souci de réduction du coût des aides publiques au secteur laitier et les négociations multilatérales conduites dans le contexte du GATT et de l'Organisation Mondiale du Commerce (OMC). Ces négociations ont poussé à une réduction des politiques protectionnistes et à une libéralisation des marchés. Cela a abouti à l'accord GATT (Uruguay Round), qui comporte une réduction et tarification des droits de douane appelés "tarifs"), un accès minimum d'importations pour tous les pays membres du GATT et une diminution des subventions aux exportations. Cette présentation donne une analyse des effets probables de l'accord GATT (Uruguay Round) sur le secteur laitier au niveau mondial. On présente également les effets probables qu'aurait un approfondissement de l'accord GATT.
