Cet article s’intéresse au rôle de l’activité discursive dans la transformation des connaissances de futurs techniciens du conseil agricole dans un enseignement d’économie. Le matériau d’observation est composé de l’intégralité des séances de cours de trois professeurs. L’enseignement porte sur l’étude de procédures réglementaires de développement territorial. Nous considérons ici que l’enjeu principal de l’apprentissage est de transformer une « règle de contrainte » en « règle rationnelle » (Piaget, 1932/1995), c’est-à-dire de la légitimer en tant qu’instrument d’action (Rabardel, 1995). Une analyse en types de discours (Bronckart, 1997) est utilisée pour distinguer les différents processus permettant la construction de sens des procédures réglementaires. Il est mis en évidence que les « types de discours » et leur combinaison contribuent, en effet, à inscrire les mesures publiques de développement territorial dans des types de problèmes représentatifs des enjeux locaux du milieu rural. Ainsi, il apparaît que l’activité discursive développée à l’École est un vecteur essentiel des apprentissages culturels et, en définitive, du changement institutionnel dans une société.
