Abstract
Esta investigacion pretende recomendar criterios de politicas publicas para fortalecer en lo institucional al Ministerio de la Proteccion Social con el proposito de desarrollar la integracion del componente de salud y del proceso de reforma en salud dentro del Sistema de proteccion social. Este componente es transversal para el bienestar de la poblacion, su importancia para la generacion de capital humano lo convierten en la piedra angular de cualquier sistema de proteccion social. El estudio es de caracter exploratorio el cual incluye un analisis comparativo de las reformas en salud que han desarrollado aplicaciones del concepto de proteccion social para los casos de Canada, Chile y Mexico, con respecto al caso colombiano. La investigacion analiza las implicaciones de las reformas para avanzar en la proteccion social en salud. La funcion de modulacion o stewardship del Ministerio, se encuentra como fundamental para adelantar las relaciones politicas y estrategicas dentro del sistema en aras de consolidar la integracion de la salud y su reforma dentro del Sistema de proteccion social. La investigacion concluye con una serie de recomendaciones para integrar la salud a la proteccion social.
