Abstract
L’approche par le non-recours permet de classer les difficultés d’accès aux droits sociaux parmi les causes de la pauvreté. Mais si elle apporte des éléments d’explication au phénomène de la pauvreté, elle ne conduit pas pour autant à une représentation unifiée. De plus en plus appropriée par les acteurs publics, la prise en compte du non-recours sert aussi bien à opérationnaliser une approche administrative de la pauvreté économique qu’à reconnaître la nécessité d’une approche compréhensive mettant les individus au centre de la définition de l’offre publique. Par conséquent, l’offre publique n’est plus seulement interrogée dans son effectivité, mais aussi dans sa pertinence.
