El crecimiento de las ciudades del África Subsahariana, como muchas ciudades asiáticas o latinoamericanas, se manifiesta principalmente por la extensión de las superficies urbanas hacia las periferias de hábitat espontáneo. Sin infraestructuras y servicios básicos en estas áreas, los habitantes también se ven confrontados a las dificultades para viajar hacia los otros barrios. En un contexto en donde sólo una minoría de la población puede acceder financieramente a la motorización y por ende la demanda de transporte público es fuerte, las imperfecciones del marco jurídico e institucional del transporte urbano coadyuvaron a la expansión de la oferta artesanal La oferta artesanal de transporte público se basa en la explotación de vehículos de diversos tamaños, incluyendo vehículos de transporte de mercancías, acondicionados más o menos escuetamente para el transporte de personas. Desde los años 1980, en numerosas ciudades ha ido surgiendo una forma original de transporte artesanal: el mototaxi. Tradicionalmente destinado al uso privado, el vehículo motorizado de dos ruedas se emplea como medio de transporte público pero genera un sinnúmero de críticas tanto por parte de los usuarios que de los otros prestatarios, de las autoridades y del resto de la población. Sin embargo, el mototaxi permite satisfacer una parte importante de las necesidades de transporte de los urbanitas en un contexto de sub-equipamiento urbano y de falta de recursos, tanto de la población que de las municipalidades.
