This research aims to understand the evolution of public consultation practices. In the first part, we look at the public policy democratization process by identifying the barriers to the deployment of a participative logic and by showing different consultation devices as indicators of opposing logics (representative versus participative). On the basis of this analysis both of impediments to participative logic and of tools that support it, we propose a conceptual framework that we use in the second part to understand the public consultation practices at the local level in four transportation projects.
