En Belgique et au Canada, le fédéralisme constitue un sujet récurrent d’actualité. Dans ces deux pays, il ne se passe pas un jour sans que le sort du fédéralisme ne soit évoqué par les personnalités politiques, les médias ou même les citoyens. Le sujet a déjà fait couler beaucoup d’encre et cela ne semble pas prêt de s’arrêter. La question de l’avenir du pays («quel pays?», pourrait-on même demander) suscite le débat dans l’ensemble de la société. Dans de nombreuses discussions ou pour appuyer une argumentation, on entend souvent des citoyens ou des personnalités politiques faire référence – voire comparer – à la situation de l’autre pays. Pourtant les différences entre les deux pays sont énormes. La Belgique entre quelque 300 fois dans le Canada et 50 fois dans le Québec; quatre heures de voiture suffisent pour relier les deux extrémités de la Belgique (Arlon et Ostende), il en faut cinq, en avion faut-il le préciser, pour gagner Vancouver en partant de Montréal et presque le double si l’on décolle de Saint-Jean de Terre-Neuve; avec 33 millions d’habitants, la population canadienne est trois fois plus nombreuse que la belge mais par contre la densité en Belgique (346 habitants/km2) contraste largement avec celle du Canada (3,2 habitants/km2).
