Abstract
Tandis que la première « ville européenne de la culture », Athènes, a été élue en 1985, Marseille-Provence a été choisie en 2008 comme capitale européenne de la culture pour l’année 2013. Le déroulement des activités dans le cadre de cette désignation marque une inflexion dans l’histoire du programme européen puisqu’il met en compétition les projets de plusieurs métropoles françaises. Ces nouvelles conditions de nomination des capitales offrent l’occasion d’étudier comment les villes candidates s’approprient, dans le cadre d’un contexte concurrentiel, l’héritage d’une opération lancée il y a près de 25 ans et qui est aujourd’hui plébiscitée par les villes européennes. Complémentaire des travaux consacrés aux effets de la désignation sur les villes organisatrices, cet article contribue à mieux saisir ce qui se joue plutôt en amont de la manifestation, à savoir lors du processus de désignation et de la mise en oeuvre concrète du projet retenu.
