Abstract

In article the basic problems of preparation and carrying out of reforms in Russia, including in the end XVIII the first quarter of XIX century are examined. The author analyzes concept «reform» and features of reforms in Russia. Characteristic features of planned and provisible transformations to the specified period are revealed. As a result the author comes to conclusion, that to one of consequences of spent transformations became genesis of liberalism and conservatism in Russia.
