La culminacion de la Guerra Fria dio como resultado la reconfiguracion del orden mundial; otrora conflicto entre las dos superpotencias mundiales, los Estados Unidos y la Union de Republicas Socialistas Sovieticas qudo en el olvido, y nuevos actores han querido entrar al juego. Basandose en la doctrina de la Seguridad Humana, Canada busca reposicionarse como potencia media, y es asi como America Latina se convierte en un puntal importante para el avance de la misma.
