Este artículo trata de determinar y caracterizar las diversas etapas que un equipo de formadores debe llevar a cabo para elaborar un programa basado en el desarrollo de competencias, de asegurar el máximo de coherencia en el conjunto de las decisiones y de ofrecer a los y las estudiantes todo el soporte necesario para alcanzar las finalidades de la formación. Se parte de una definición del concepto de competencia para pasar a describir las etapas que van de una buena idea o intención a su implementación o puesta en funcionamiento de un programa por competencias.
