Este artículo trata de determinar y caracterizar las diversas etapas que un equipo de
\nformadores debe llevar a cabo para elaborar un programa basado en el desarrollo de
\ncompetencias, de asegurar el máximo de coherencia en el conjunto de las decisiones y de
\nofrecer a los y las estudiantes todo el soporte necesario para alcanzar las finalidades de la
\nformación. Se parte de una definición del concepto de competencia para pasar a describir
\nlas etapas que van de una buena idea o intención a su implementación o puesta en
\nfuncionamiento de un programa por competencias.
