There were some clues to Bush's policies in his second term. All the new cabinet members of the U.S. Government were sworn in, with most of the hard-liners having kept their positions or moved to new offices. The Bush Administration continued to increase the defense budget and put in more efforts in reforming the intelligence and security bodies with the focus on the “social security”.
